For each obligated entity and in each compliance year, and for the purposes of meeting the RES, the amount of retail electricity sales derived from eligible renewable resources initially placed into commercial operation before December 31, 1997, may not exceed 2% of total retail electricity sales. Compliance with the RES may also be achieved through the purchase of New England Power Pool Generation Information System (NEPOOL-GIS) renewable energy certificates or by making an alternative compliance payment of $83.37 per megawatt-hour (2024) to the state’s Renewable Energy Development Fund. Voluntary green-power purchases may not be counted toward RES compliance.

Obligated Entities are required to submit an Annual RES Compliance Filing. The Annual Compliance Filing is to be submitted no later than July 15th (within thirty (30) calendar days after NEPOOL GIS reports are available for the fourth (4th) quarter of the applicable Compliance Year.

The Annual Compliance Filing for Calendar Year 2023 must be submitted no later than July 15, 2024 for all obligated entities.

Filings for Compliance Year 2024 will be made through the Rhode Island RES portal. If you are an obligated entity and haven’t received notification of the filing process for Compliance Year 2024 as of June 2, 2024, please contact the Program Administrator for guidance at 877-724-4375.
